About the Indiana Horse Racing Commission (HRC):
We know real Hoosier horsepower! It is the mission of the Indiana Horse Racing Commission to oversee pari-mutuel horse racing in Indiana, and to protect the integrity of the sport through active and diligent regulation.

Role Overview : 

The Director of Racing and Breed Development is responsible for carrying out, developing and promoting the three Breed Development Programs within the Indiana Horse Racing Commission. This position requires knowledge and oversight of multi-million-dollar program budgets and understanding of revenues impacting horse racing. An extensive knowledge of the horse racing industry in Indiana is preferred, along with Indiana agricultural experience, both statewide and nationally. The ideal candidate will possess the ability to manage and coordinate multiple projects; develop spreadsheets, analyze budgets and statistics; conduct accounting procedures and possess an understanding of the state budget and administrative processes. It is vital that the successful candidate has the necessary skill set to perform real-time analysis of the programs, provide strategic recommendations and make adaptations to ensure continued success.

Salary Statement : 

The salary for this position traditionally starts at $67,314.00 but may be commensurate with education or work experience.

A Day in the Life:

The essential functions of this role are as follows:

• Oversee the budgeting and disbursements of the multi-million-dollar breed development funds designed to stimulate the agribusiness sector of Indiana's economy.
• Develop, coordinate and organize the three (3) Indiana Breed Development programs pursuant to the rules established by the Indiana Horse Racing Commission.
• Provide strategic analysis of the effectiveness of the three (3) Indiana Breed Development Programs in reaching their stated goals. Issue reports, recommendations and plans of actions.
• Maintain a thorough knowledge of trends, regulations and issues facing the racing industry in Indiana and nationally.
• Manage the activities of the three-governor appointed Breed Development Advisory Committees and Advisory Board; including scheduling of meetings, preparation of meeting materials and record keeping.
• Develop and produce publications and informational materials for the general promotion of Standardbred, Thoroughbred, Quarter Horse and Indiana horse racing. 

What You'll Need for Success:

The ideal candidate in this role should minimally have either

• a Master’s Degree and 5+ years of experience, or
• a Bachelor’s Degree and 7+ years of experience, or
• an Associate’s Degree and 9+ years of experience, or
• at least 11+ years of experience applying the below, outlined knowledge, skills, and abilities in a similar role. 

You must meet the following requirements to be considered for employment:

• Mastery knowledge in program subject matter obtained through experience and/or education. 
• Broad knowledge of provider agencies and their programs and services.
• Broad knowledge of all source materials and references including federal and state laws governing the programs.
• Ability to adapt new statues and guidelines to create and implement new principles and policies and discern any far-reaching implications.
• Ability to present and represent the agency to both internal and external customers, the public, government officials, and other stakeholders.
• Analyzing information and evaluating results to choose the best solution and solve problems.
• Ability to work effectively with a wide variety of stakeholders.
• Ability to analyze and prepare monthly finance and accounting reports to maintain program budget and grants.
• Ability to delegate work, set clear direction, and manage workflow.
• Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.
• Able to perform essential functions with or without reasonable accommodation.

Supervisory Responsibilities/Direct Reports:

This role may serve as a team lead for an assigned work group.
