The Global Supply Management (GSM) Function is recognized as a critical function for business success.  It delivers the training, tools and opportunities needed to create innovative solutions for the function & the corporation.  GSM has leading edge, effective processes to anticipate and exceed customer requirements.

Overview/Scope of Position:

The Trade Compliance Manager is responsible for managing Corning’s global duty spend & cost reduction portfolio across the businesses. This role requires extensive knowledge of customs regulations, trade agreements, and international trade processes. This person will work closely with various teams, including finance, logistics, and legal, to identify, recover, or minimize duties paid on imported goods. The successful candidate will possess strong analytical and problem-solving skills, attention to detail, and the ability to navigate complex regulations. The Duty Optimization Manager plays a critical role in ensuring compliance with customs regulations, optimizing duty savings, and supporting the organization's overall trade strategy. The successful candidate will contribute to cost savings, improve cash flow, and enhance the organization's competitiveness in the global market. 

Responsibilities:

  • Continuously manage Corning’s global import and export profile to identify potential duty drawback, (or other Gov’t recovery) opportunities. 
  • Provide guidance and support to internal stakeholders on duty recovery, reduction, bonded operations and requirements. 
  • Stay updated on industry trends, best practices, and evolving regulations related to duty recovery and avoidance. 
  • Work with Legal Council to investigate opportunities to optimize duty spend through HTS, Value, or Country of Origin engineering. 
  • Work with a 3rd Party to prepare duty drawback, Post Submission Corrections, or Protests claims accurately and in compliance with customs regulations. 
  • Work with a 3rd Party to submit claims to customs authorities within prescribed timelines. 
  • Track the status of claims and follow up with customs authorities to ensure timely processing. 
  • Maintain a comprehensive understanding of global gov’t recovery programs, regulations, trade agreements, and changes in customs policies. 
  • Continuously review and assess duty recovery and avoidance processes to identify areas for improvement and implement necessary changes. 

Minimum Knowledge and Skill Requirements:

Required

  • Bachelor's degree in International Trade, Supply Chain Management, or a related field.
  • Minimum of 8 years of experience in duty drawback or customs compliance roles.
  • Experience qualifying trade agreements (such as USMCA, etc.)

Desired

  • Strong analytical and problem-solving skills, with the ability to interpret and analyze complex data.
  • Ability to work independently and manage multiple projects simultaneously.
  • US Customs Broker's License or actively working towards the license.
  • Strong communication and interpersonal skills, with the ability to collaborate effectively with cross-functional teams.

Location:

This position can be based in Corning, NY or Charlotte, NC.

The range for this position is $80,080.00 - $110,110.00 assuming full time status. Starting pay for the successful applicant is dependent on a variety of job-related factors, including but not limited to geographic location, market demands, experience, training, and education.
