Core Responsibilities:
• Provider statewide leadership for housing supports for individuals with intellectual and developmental disabilities (IDD) and brain injuries (BI), including implementation and oversight of the new housing support model that offers direct access to rental assistance for qualified members.
• Service as the primary liaison with MaineHousing and other partners to align housing policy, planning, and resource development with the needs of individuals with IDD or BI and their families.
• Provide expertise for support systems for monitoring compliance with applicable licensing regulations and housing-related rules, while also managing and providing oversight for OADS Family Support Funds and Respite Funds to ensure equitable, timely, and accountable use of resources.
The successful applicant will have progressively responsible experience in housing, human services, disability services, and related public-sector program management, ideally including work with federal and state housing programs and/or rental assistance models. They will have knowledge of Maine’s developmental disabilities services system, including Home and Community-Based Services (HCBS) waivers, services for individuals with IDD, Autism, and brain injury, and familiarity with licensing and regulatory requirements with external agencies. They will demonstrate a high level of critical thinking and customer service skills. And will exhibit excellent communication skills.
Minimum Qualifications:
A combination of education, training, and experience providing the equivalent of ten (10) years of progressively responsible professional experience in housing, human services, disability services, or a closely related field, which includes:
• At least three (3) years of experience in program management, policy implementation, or coordination of service systems: and
• Experience interpreting and applying laws, rules, regulations and policies in a government, housing or human services setting; and
• Experience collaborating with external partners such as housing authorities, community providers, or advocacy organizations,
Preference will be given to applicants who meet the minimum requirements and also have experience having developed, implemented, or managed programs that expand access to safe, affordable, and inclusive housing.
