Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position.

This position is entitled to a $250.00 pay differential per month based on Bargaining Unit and/or work location.

Are you passionate about protecting creeks, wetlands, and San Francisco Bay, and working collaboratively on issues like climate change adaptation and creek and tidal marsh restoration? The San Francisco Bay Regional Water Quality Control Board has an opening for a Senior Environmental Scientist to supervise the Central and South Bay Wetland Protection section of the Watershed Management Division. The position is the senior staff lead implementing the Clean Water Action Section 401 Water Quality Certification (Certification) program in the Region’s Central and South Bay counties .

The office is located at 1515 Clay Street, Suite 1400, Oakland, CA 94612, near BART and other public transportation, restaurants, and more.

Duties:

The incumbent directs the activities of the Division’s Central and South Bay Wetland Protection section responsible for: 1) Implementing the Certification program and Reports of Waste Discharge under the Porter-Cologne Act related to dredge or fill of streams and wetlands for projects in the Region’s South and Central Bay counties, and key Bay-wide programmatic activities. 2) Implementing related programs, including illicit discharge response, and coordinating implementation of certain Total Maximum Daily Loads (TMDLs) and non-point source activities.

  • Leadership and supervision knowledge and experience, including ability to apply strategic thinking and to motivate and effectively communicate with technical staff and upper management.
  • Knowledge and experience in water quality and related environmental concerns associated with dredge and fill projects, stormwater discharges, illicit discharges, and TMDLs.
  • Experience analyzing, managing, and presenting data and producing technical reports.
  • Excellent analytical and critical thinking skills and experience evaluating complex environmental documents.
  • Working knowledge of the California Water Code, federal Clean Water Act, relevant policies, regulations, and guidance, and an understanding of water quality issues in the San Francisco Bay Area.
